The CIGRE Paris Session is one of the main international events in the electric power industry, bringing worldwide experts together to discuss the challenges and future of the industry. Wat houdt het in?

Als voorzitter van een Nationaal Studie Comite (NSC) CIGRE C3 heb je een aantal taken in nationaal verband en een aantal taken in internationaal verband. In Nederland gaat het om het deelnemen aan de vergaderingen met de andere NSC-voorzitters, het leiden van de vergaderingen van het NSC C3 en natuurlijk het jaarlijks organiseren van een themadag / workshop. Verder wordt je soms uitgenodigd voor activiteiten van Next Generation Network (bijvoorbeeld een match-making event).

Internationaal ben je de vertegenwoordiger van Nederland in het internationale studiecomité C3. Dit betekent dat je deelneemt aan de jaarlijkse vergaderingen en daar de Nederlandse inbrengen en belangen vertegenwoordigd, dat je zorgt voor vertegenwoordiging van Nederland in de internationale werkgroepen, dat stukken die geschreven gereviewed worden, etc.

Hoeveel tijd kost het?

Per jaar ben je zo’n 2 tot 3 weken tijd kwijt aan het voorzitterschap van NSC C3. Ieder jaar is er een serie vergaderingen, gekoppeld aan een colloquium, wat je ongeveer een week kost. Verder ben je betrokken bij de organisatie van een (tweejaarlijks) themadag in Nederland en heb je een aantal vergaderingen met het NSC en met andere NSC-voorzitters. Ook dit kost ongeveer een week per jaar. Daarnaast zijn er nog andere, kleinere, dingen, zoals het regelen van deelnemers aan internationale werkgroepen, etc.

Wat is het profiel?

Van belang is dat je een goed overzicht hebt van het vakgebied en dat je er gedegen kennis van hebt. CIGRE C3 gaat over de drie P’s van duurzaamheid: people, planet, profit.  

Het studiecomité heeft 2 hoofdtaken: 1) het vaststellen en beoordelen van de invloed van elektriciteitssystemen op het milieu en de omgeving en 2) het doen van aanbevelingen over maatregelen om de genoemde invloed te beheersen.
Het begrip invloed op omgeving wordt breed geïnterpreteerd: het betreft zowel fysieke invloed als de sociale aspecten ervan. Onderwerpen zijn onder meer broeikasgassen (bv SF6 gebruik), verontreiniging bodem en water, EM-velden, geluid(hinder), visuele aspecten, invloed op flora en fauna, maar ook stakeholder engagement, publieke acceptatie.

De scope betreft 3 technische richtingen: 1) Asset management en milieu/omgeving  2) Algemene milieu ontwikkelingen en energiebedrijven en 3) Stakeholder engagement en publieke acceptatie.

Verder is het een pré als je al ervaring hebt met (deelname aan) internationale C3 werkgroepen. Tot slot is het goed te beseffen dat je als voorzitter het belang van Nederland vertegenwoordigt en niet dat van je eigen werkgever.

CIGRE B5 Webinars 25 juni, 10 & 17 september 2021

Beste CIGRE leden,
 
Wij, studiecomité CIGRE B5 Nederland, missen jullie. Jaren aan een stuk hebben we jullie ontmoet tijdens onze jaarlijkse themadagen. Binnen ons vakgebied is er altijd wel wat te melden, en zijn er nieuwe ontwikkelingen of inzichten. Het is geweldig om daar met elkaar van gedachten over te wisselen. 

Daarom organiseren wij een drietal compacte webinars van 60 minuten op vrijdag 25 juni, 10 september en 17 september van 11:00 tot 12:00 uur. 

De ontwikkelingen gaan door. Denk aan de zaken omtrent transportschaarste, die ook significante invloed hebben op beveiliging en automatisering. Sterker nog: beveiliging en automatisering creëren mogelijkheden! Tevens zijn er ontwikkelingen op het gebied van ‘digital substations’, nieuwe beveiligingsprincipes zoals overbelastingsbeveiliging en wordt er binnen de wetenschappelijke wereld veel werk verzet.

Webinar 2: Top-Down engineering, gaat het er nu echt van komen?
Datum: vrijdag 10 september van 11:00 tot 12:00 uur.

De focus ligt op het leveranciers onafhankelijk engineeren middels de Helinks STS Top-Down engineering tool, welke voor het veldvervaningsprogramma van TenneT is gebruikt. Je wordt meegenomen in de configuratie workflow, vanaf het definiëren van een systeem (Top) tot het toepassen van verschillende IED’s om de functies uit te voeren (Down). De voor- en nadelen van deze manier van werken komen aan de orde. Ook leer je hier meer over substation configuration description (SCD) bestanden en hoe de IEC 60870-5-104 adressen hier een plaatsje in krijgen. De voordelen van een SCD waarin heel veel configuratiedata staat spaart veel tijd uit tijdens het engineeringsproces, maar zorgt ook dat typefouten verleden tijd zijn.

CIGRE C0 Meeting – System impacts of active prosumers & aggregation on 8 June 2021

Prosumers, active distribution systems, local flexibility, independent aggregators, distributed resources, local energy communities, peer-to-peer trading, these are some of the important buzz words in our industry today. The European Clean Energy Package has introduced rules aiming to accommodate such developments and these rules are now being implemented in the new Dutch energy act.


In this CIGRE C0 Meeting, we will discuss the system impacts of these developments. The meeting will be kicked off with two short presentations. One presentation by Ronald Jansen, senior policy officer at the Ministry of Economic Affairs and Climate). He has been involved in the drafting of the new Dutch energy act. Ronald will explain what legal changes will be made to accommodate the new developments. The 2nd presentation will be given by Michiel Dorresteijn (senior consultant at Energy21). He has worked with Stedin on a market model (Layered Energy System) that aims to facilitate prosumers and local energy communities.


After that, the topics will be elaborated in four parallel subgroups with active participation from all attendees. Each group will get specific questions to address.
Finally, the results will be discussed in a plenary session.


CIGRE C0 is the cooperation of the Dutch CIGRE national committees C1, C2, C5 and C6. These four Study Committees focus on the system aspects of large power systems.

    o Which market arrangements and regulations are required to enable the transition? Does the new Dutch Energy Act enable these developments? Are there business models that would be needed/ useful (from system perspective) but that are not enabled with this new Act? What could/ needs to change? More specific: How can distributed resources be used for congestion management without distorting the functioning of the market? Will the independent aggregator have a real added value or will retail suppliers offer similar services?
  • Sub-group 4: Technologies and digitalisation. Chair Irina Melnik (Alliander)
    o Are new platforms needed and for which functions? Are coordination tools needed for the use of distributed resources? Which configurations for e-mobility and charging are promising? What are the impacts of digitalisation on cyber security and are processes becoming too dependent on availability of platforms?

Abstracts

‘Lessons learnt from the COVID-19 Pandemic: How Resilient Are We?’ – The Covid-19 pandemic has posed unprecedented challenges to our power networks, making us rethink and re-evaluate our understanding of power grid resilience. In this talk, Matthias Noebels and Mathaios Panteli will share their experiences on understanding, defining and assessing power grid resilience, highlighting the need to consider organisational resilience during unexpected events like pandemics. They will also present a data-driven resilience assessment of the UK electricity network during the Covid-19 pandemic using publicly available outage data from UK distribution network operators, shedding light on how resilient we really are to cope with severe network stresses and shocks.

‘Impact of COVID on electrical power system and the organisation of TenneT’ – The COVID-19 Pandemic had several significant effects on the Electrical Power system and the TSO in Europe. The presentation will give an overview of these effects and the mitigating measures that the TSO’s applied. It will explain the organisational measures and the coordination between the TSO’s and within the TSO.

Bios

Mathaios Panteli received the M.Eng. degree from Aristotle University of Thessaloniki, Greece, in 2009, and the Ph.D. degree in electrical power engineering from The University of Manchester, U.K., in 2013. He was a Lecturer in Resilient, Low-Carbon Energy Systems at The University of Manchester until December 2020, before moving to University of Cyprus as an Assistant Professor in January 2021. Mathaios is an IEEE Senior Member, an IET Chartered Engineer (CEng), the co-chair of the CIGRE WG C4.47 “Power System Resilience” and an active member of multiple IEEE working groups. He is also the recipient of the prestigious 2018 Newton Prize.

Matthias Noebels received the M.Sc. degree in Physics from the University of Konstanz, Germany, in 2015. He is currently in his final year of his Ph.D. degree at the Centre for Doctoral Training in Power Networks at The University of Manchester. His expertise lies in resilience analysis of power networks as well as developing strategies that can enhance resilience in case of natural hazards such as extreme weather.

Jan Vorrink is the head of the Control Centres Netherlands of TenneT TSO BV which is the Dutch Transmission System Operator. Mr. Vorrink has graduated as a Master in Business Administration and is an Engineer. He is working for Ten-neT since 2002 as a Manager in several departments. The activities of his de-partment include the operational Planning processes, Realtime processes and the balancing and settlement processes.

The selected candidates from the Netherlands will have the chance to be a part of the Showcase event, as well as receive free tickets for the entire conference and support for transport and accommodation.

The CIGRE NGN Netherlands is happy to invite NGN NL members to prepare and submit their abstracts of proposed presentations for the upcoming CIGRE 2021 Session to the young@cigre.nl, by 11th of January 2021.
